That's my ss, I measured the 5870 GPU and I see it consume 60W~ so I believe cooling it with a 190W TEC can give very good temps and oc...
So it consumes 60w...big deal...that's input.
bears no relation to output...that's what the swiffy will be cooling...not 60w.

The GPU of the 5870 consume 60W~ it will never putout more then that !
Yep I was thinking of the whole card....
The entire card isn't going to be TEC cooled, though

I know...I shot off a quick reply without stopping to think....
Most of the calcs I ever do are TEC related and I tend to think along those lines and forget about unity...coupled with thinking about whole card outputs I made a total shabby mess....should of stopped and thought before putting my fingers into action.
Now the mists have cleared I don't see any reason why the OP's idea wouldn't work. And since the OP practically answered his own question I don't think it was a question of numbers but whether or not the the mcw60 would fit the card.

I'm late to the party... What ever happened with this? 5870 run pretty cool with water, if anything it's the vregs that need more cooling.

I think you've pretty much exceeded the Q of the TEC. At just about any voltage. You would need a much more powerful TEC to do well at what you wanted. Since that says 188.4w at 19v I'd say maybe at the very most 150w at 12v. To be realistic you'd want a 226 or 300w TEC do pull decent temps on that block. So far as I know the 226w Qmax is the highest TEC you could put in that block (40x40mm). You really should be using a dedicated power supply with correct wiring for these tests as this is actually a fire hazard and could actually cause a fire.
Wait, what are you using to power that? If you are using a regular PC PSU, you need to gang up a few of the molex connectors! One is not enough. Also the more voltage you give it the more amps it will draw. I would focus on getting at least three molex connectors paralleled. Make the wires on the TEC as short as is possible. Leave yourself enough to be comfortable though. Those wires obviously became a resistor in short order.
You can't determine if you need more voltage yet. You probable need at least 15v but that will use more Amps, not less.
