It is not easy to do certainly if your referring to a PC PSU it is far easier just to get a 15v supply - check ebay.
If you want to run a 15.4v TEC at 15v that's not a good idea especially if you don't like high fuel bills. 15.4v is maximum and like all electronics running them stressed like this leads to a shorter life.
You may want to look At a variable power supply (DC) .Keep in mind current (watts) is volts x amps. Volts alone is not enough to make the calculations.
