I believe he's refering the the spring clips on the xp90, they are held on by a screw in the center of the clips. If you where to shim the spring clips up from the hs base with a washer or two you would increase the spring tension from the clips since they are not a little further away from the socket and hs base.
It does basically the same thing as lower the retention base but instead of lowering the base of the retention base you move the spring clips on the heatsink further away to increase tension.

EDIT - The red bit is the washer.
This will increase tension on the clips... make sure your not fouling the heatsink cage with the CPU and you will be ok.
