Well the market for an opteron is probable capable of installing their own heatsink :p, and most would want to as well.
It allows for more chassis specific HSF's, and if it's priced lower I guess its ok. But why does the box need to be full size?

Some manufacturers of server motherboards are shipping their own HSF bundled with mobo, also some chassis manufacturers are doing the same…
AMD is retailing Turion X2 also w/o HSF…
ya i guess that if the CPu is used in a rack the company will want to use a CPU cooler that works well with the case.

Alot of people complaining about no HSF... Who the hell here uses the stock AMD fan? Seriously.... This thing is pretty much an OEM, with a 3 year warranty... This rocks.

For a server/workstation processor, I would expect it to come with adequate cooling which meets manufacturer thermal specs. Are those third parties going to replace my chip if it burns up? Well when you think about it, these are opteron cpu's and are intended for SERVERS. Every server i've ever built, either A.) The mainboard comes with its own specific heatsinks, or B.) The case/mobo combo comes with its own specific heatsink.
Ask me why I have a crap load of stock Xeon windtunnels.
