PC P&C Silencer 610 or Mushkin XP-650?

If it's a Silencer, then why is the noise rated as 28-42dB(A)? Not very silent, but a monster single rail.

Put mine in and the fan is very quiet. . (I think its under 24db.) Solid rails 12.25 and 5.05 under load.,, using a fluke 87. Im happy with this ps, but the mb cable is a bit shorter then I would of hoped for. (not a big thing). Its also a little longer then the one I took out.

My Mushkin 650W has been bulletproof for me so far... even with X1900 Xfire. When I grab a Conroe and throw it in a Vapo LS with my Xfire... it'll be the power source
